The requested resource in use

I have been getting this irritating error/statement for a while when I connect a device to my PC and I want to move a file off that device into a folder on my hard drives.

You are being told that “The requested resource in use“, meaning that the resource is in use.

Look for a file that is already opened by another program. 

The answer to my particular problem was extremely simple.
Windows decides that if you are using the Preview Pane that the resource that you are viewing is in use and cannot be moved etc.

To solve the problem just disable the Preview Pane.
